a. Duvalier is again encourag-
ing the Trujillos to come to Haiti.
b. The aggressive, troublesome
Arismendi, we are sure, would be
among those who would accept the in-
vitation. He has been trying for
some time to get a base in Haiti for
operations against the Dominican
Republic.
a. The situation in Korea
remains explosive.
b. A street demonstration in
Seoul, the largest in two years,
developed early today following
Defense Minister Kim Sung-un's
broadcast claiming the nation's en-
tire military force was solidly be-
hind the government.
c. As the marchers intoned
against continued military rule and
distributed leaflets, police vans
rounded them up. The arrest, at the
same time, of outspoken former Presi-
dent Yun Po-sun should spark further
disorders.
d. Government riot squads and
police have been put on full alert.

a. The amnesty announced by
Budapest yesterday is by far the
most encompassing of three since
the revolution. It is intended to
meet US and UN cOnditions for im-
proving relations.
b. Excluded are those convicted
of espionage, treason and murder--
crimes with which at least some of
the revolutionaries were charged.
Even these, however, may petition
the government for release.
c. We have no reliable esti-
mate of how many revolutionaries are
still in prison.
7. Somali a. A Somali parliamentary
Republic delegation has arrived in Moscow.
Despite all the talk of a reorienta-
tion of Somali non-alignment policy,
? we note that none in the group is
pro-Soviet or known to be anti-US.

a. A military parade is planned
in Vientiane for tomorrow's Army Day
celebration.
b, It will be almost entirely
Phoumi's show, as he is planning to
display a sizeable contingent. The
neutralists, busy fending off the
Pathets in the Plaine des Jarres,
cannot afford the luxury, and the
Pathet Lao, of course, will not have
anything to do with it.

NOTES
A. Uruguay-Cuba Rather than break relations with
Cuba, Uruguay has decided to send another mission
to investigate the problem of asylees. There is
still strong sentiment for a break in relations,
however, and, in order to contain it, the govern-
ment has not publicized the recent violation of the
embassy premises by the Cuban militia.
B. Bolivian air incident Latin American press and
rumor mills are having a field day over the Bolivian
aircraft incident. Those on the left and far left,
taking their cue from radio Havana, cite our extra-
ordinary interest in the debris and say we sabo-
taged the plane. The other story is that the debris
shows the two armed Cubans were in the cockpit at
the time of the crash, apparently attempting to
hijack the plane.
C. Brazil-Communist China
/Brazil is urgently investigating the
possibilities for developing trade with Communist
China.

France has recently assured him of its military
backing, the thirteen moderate French-speaking
African states comprising the Afro-Malagasy Union
are warming up to him, and important elements of
Olympio's Union Party have endorsed an election
plan he has devised to re-establish "legality."
His recognition problems should be over soon.
