Tshombd was back in Elisabeth-
ville this morning following yester-
day's seriocomic episode, which saw
him sitting in an overheated pl ne
for more than 12 hours at the Leopold-
ville airport while the Congo govern-
ment blocked his take-off. His
departure came in the early morning
hours after Nigerian troops under the 50)(1
UN cleared obstructing fire trucks
from the runway without resistance 50X1
from Congolese Army forces. While
this was going on, Adoula
was steaming up the Congo river, having
told Ambassador Gullion before leaving
Leopoldville that he and Tshombe had
agreed to resume talks on Saturday.
However, getting the two together
again will be no easy job.

Paris moved yesterday to crack down
on the OAS. It named a new military
commander-in-chief, Gen. Fourquet
who has been a loyal servant of De

of the cease fire.

WATCH COMMITTEE CONCLUSIONS.-18 April 1962
On the basis of findings by its-.Watch Committee, the United
StateseIntelligenteBoard concludes that:
? No Sino-Soviet bloc country intends deliberately to initiate
direct military action in the immediate future.
BERLIN: The Soviets continue to avoid major harassments
over access, and we see no indications that they expect early mil-
itary confrontation over Berlin.
INDQNESIA: Further small-scale clashes are likely, and both
sides Continue preparations to increase the scale of operations.
_LAOS: ?Military Activity probably will be limited to small-
scale attacks by both sides; however, a buildup of materiel for
Communist forces continues.
