The Dutch cabinet will not discuss
the Bunker proposal formally before
tomorrow, when Foreign Minister Luns
returns from London where he is now
attending the West European Union
meeting. Yesterday Sukarno made a
relatively-for him--restrained speech
in which he publicly approved the
Bunker proposal, adding "we are
awaiting the Dutch reply." We 'believe
that',the!DUtchl under'the.gunto,
Appear.constructive,, will probably
make counterproposals in an attempt
to resolve the impasse over guarantees
for Papuan self-determination.

initiated incidents--1,861 as against
October's record of 1,854--was set in
March.
a. Analysis of the movements of
space and missile support ships in the
Pacific and South Atlantic,
indicates
that preparations are continuing for
a space launch from the Tyura Tam
missile test range.
b. The Soviets may also be
getting ready for another test of
their long-range cruise missile. We
are not sure what they have in mind
for this missile--which they have been
testing since 1957--but believe it is
associated either with the development
of a reconnaissance vehicle or weapons
carrier, or with the investigaitinn of
high-speed flight phenomena.

NOTES
A. The US Embassy in Rabat, noting arrival of the first Soviet
military shipments under an agreement on which serious, negotia-
tions did not commence until last December, observes that the
relative rapid delivery--in contrast to slower US action--will
influence Moroccan thinking.
B. UN troops and Katanga gendarmes exchanged fire in Elisabethville
yesterday--the first incident since Tshombd left for Leopoldville.
No casualties were reported.
D. Student agitators in Iran, attempting to organize demonstrations
in the Shah's absence, are reported having little success at
present.
E. The Soviet press is reporting "micro-seismic" detection units
so sensitive that "not a single nuclear explosion carried out
abroad" has remained secret. ,
F. The new Indian cabinet, announced yesterday, is virtually the
same as the last one.
G. Guatemala plans to request appointment of a US observer for the
UK-Guatemalan talks--involving Guatemalan claims to British
Honduras--beginning in Puerto Rico on 16 April.

H. We have no confirmation of a Cambodian charge--reported in a radio
broadcast--that a South Vietnamese force, commanded jointly by ?a
Vietnamese major and US captain, captured and tortured 14 Cam-
bodians.
