Cuba a. Another surface-to-air missile site has been located. This one, situated close to the border between Matanzas and Las Villas provinces, brings the total of identified SAM sites to 22. b. at least nine of these installations are probably now operational. c. There are IL-28 crates at San Julian in the extreme west of Cuba. The air- craft are being unpacked and one is well along in assembly. d. At Santa Clara in central Cuba there are now MIG-21s. -r1 n ? Although what has happened so far is no more than an opening wedge, we may be seeing the beginning of a widening Soviet military role in Algeria. b. Last week a team of 12 Soviet technicians, headed by a colonel, arrived in Oran, c, earlier this week that he resented insinuations in the US press that his army is bloc-oriented. The fact is, however, that the need for. the Soviet advisers has been created. d. Much of the heavy military equipment recently delivered to Oran by the UAR is of bloc origin as are many of the arms already in the hands of the Algerian regulars. In addition, five Soviet helicopters are now in Morocco waiting to be sent on to Algeria. a.
