1. USSR
a. In his lengthy speech yes-
terday, Khrushchev displayed no sense
of urgency on Berlin, and implied
that domestic problems would be given
priority in the period immediately
ahead.
b. He warned against a more
dem nding Western posture--advocates
of a "tough" policy should not assume
that the USSR will retreat on other
issues.
c. He will "firmly adhere" to
his agreement with the President on
Cuba as long as the US carries out
its pledges. However, he warned the
USSR will "take such actions as would
be required in the circumstances" if
the US does not respect its commit-
ments.
d. He did not refer specifically
to US overflights of Cuba or to Soviet
intentions regarding the remaining So-
viet forces in Cuba.
e. His attack on China was so
thinly veiled that it cannot but in-
crease the momentum of the Sino-Soviet
dispute.

a. Monday's photography of two
of the Soviet armored unit encamp-
ments showed that construction of bar-
racks is continuing at one of them--
there were six more buildings than
were seen on 2 December. There was
still much equipment at both sites.

NOTES
C. Angola The Portuguese tell us they expect an attack
on northeast Angola from within the Congo to begin on
24 December. They fear it will be timed to concide
with UN operations against Katanga.
D. Syria-Israel UN truce personnel on Tuesday got a
Syrian promise not to fire on Israeli farmers in the
area of last week's incident and may yet succeed in
deflecting a new incident. Both sides, however, remain
suspicious and are fairly well cranked up for military
retaliations.
F. Venezuela The Communist party central committee has
decided on another series of terrorist actions in
Caracas beginning this week.
