A touchy trial opens in Saigon today which may give both Catholic and Buddhist trouble- makers something to scream about. b. Major Dang Sy, former provincial official in Hue, is being tried for his role in order- ing the shooting of Buddhist dem- onstrators there last year. c. Catholics believe the government and Buddhist leaders are out for revenge, while the Buddhists are frustrated because the trial is not being held in Hue. Cyprus The conscription bill has been passed by the Cypriot legislature, but Vice President Kutchuk says he will veto it. B. India Shastri is in. His election as par- liamentary leader this morning ends the first war of the succession. The unanimous vote papered over the conflicts in the Congress Party, but the kind of factionalism which has sapped the party at the state and local levels is already heavily infecting the national leadership. Shastri's unifying talents and wide support should help maintain the legacy of stability for some time, however. C. British Guiana Janet Jagan's resignation yesterday as home minister is a puzzler. Her move may have stemmed from dissatisfaction over the fact that her ministry has adminis- trative but not operational control of the police. She has been at odds with the British police commissioner for some time, and accuses the force of political bias. One effect of her action has been to torpedo talks under way among Jagan and the two opposition leaders. The government, caught between labor pressure and rising public and employer criticism, is losing patience. It already has put the unions on notice that force will be used to prevent any interference with public services.
