g. There has been a new flurry
of anti-American incidents. A mob
tore down the flag and removed the
shield from the US Consulate in
? Surabaya yesterday.
2. Congo a. Tshombe scored a personal
success at the OAU meeting.
b. Not only did he win accept-
ance by the conference as premier
of legal Congo government, but he
also squeezed out a resolution which
leaves him free to make his own
bilateral arrangements for assist-
ance.
c. In addition he was able
to get terms of reference for the
OAU Congo commission, set up by
the conference, which sharply
limit the commission's scope for
involvement in the Congo's internal
affairs.

d. Back in the Congo, the
government is taking measures against
the rebel move toward Coquilhatville.
B-26s have hit the rebels to the
east and two groups of mercenaries
are being sent in to the area to
reorganize and stiffen Congolese
Army units.
e. Elsewhere,government forces
have pushed some 100 miles north
of Albertville on the road to Fizi
and Uvira against no opposition.
f. There are signs, faint
as yet, that the rebel movement
in the Uvira area may be burning
itself out. Many Congolese appar-
ently are finding the anarchy that
follows the rebels far more dis-
tasteful than the inept rule which
preceded them.
3. South Vietnam a. Khanh continues to con-
ciliate the Buddhists.
b. Yesterday he named two
anti-Diem civilian politicians to
the politically sensitive posts of
minister of interior and mayor of
Saigon. They replace two generals
under attack by the Buddhists for
alleged associations with Diem.

4. Cyprus
c. Khanh, who is again acting
like a man who wants to stay in
power, is convinced that he needs
Buddhist support to do so.
d. Khanh has also taken over
the Defense Ministry from General
Khiem, a sometime Buddhist target.
Khiem, however, remains as a mem-
ber of the ruling triumvirate.
e. In a rare press interview,
the usually taciturn Khiem yester-
day implied that he sees his role
as one of stiffening Khanh and
Minh against Buddhist pressures.
a. The Turkish Government in-
tends soon to try again to rotate
troops of its contingent on Cyprus,
probably before the end of the
month and perhaps as early as next
week.
b. We are not at all confident
that Makarios is prepared to go
along with this, despite assurances
he has given the Greeks.
c. In Turkey, Inonu appears
to have weathered yet another
National Assembly storm over Cyprus.
Yesterday he won handily on a pro-
cedural matter./

A. USSR - Western Europe London's recent agree-
ment to extend a 15-year government guaranteed
credit to the USSR will probably set off a new
wave of negotiations in Western Europe. We
expect, however, that any new deals may, be
limited in size and number since the number of
eager Western sellers exceeds the number of
eager financiers.
B. Communist China Chou En-lai, a comparatively
rational voice in the Chinese leadership, has
been out of the public eye for a month now and
may be ill

active role in the government for several weeks.
