Haiti
LATE ITEM
At 0650 this morning the US
Embassy in Port-au-Prince reported
by telephone that there has been
firing at the Presidential palace.
Approximately 150 rounds were fired.
Artillery pieces were being put in
place by the Haitian army. The Em-
bassy is sending further details as
?they become available.

3. Cuba-Soviet
a. Adoula's plan for by-passing
the obstructionist Congolese parlia-
ment is running into trouble.
b. The lower house, evidently
unimpressed by Adoula's new cabinet,
has passed an amendment which denies
the executive the right to recess
parliament without approval of both
houses. The enactment goes next to
the upper house where its chances
of passage are good.
c. On the strength of the new
law, the parliament will be able to
block Adoula's plans for a recess
later this month. It will then be
able to press, probably successfully,
for the early release of Gizenga.

a. President Guido and the
military chiefs were closeted yes-
terday in what appears to have been
an urgent session to head off a new
dispute over the Peronist issue.
b. The lack of solid informa-
tion on what is at stake has produced
conflicting press dispatches from
Buenos Aires this morning, with some
saying that the government is on the
verge of collapse and others that a
compromise has been found.

NOTES
A. :Roland Gomulka has made a rare television appear-
ance to defend the price rises which have provoked
an angry public reaction. Some measure of his con-
cern are his charges that capitalist propaganda is
spreading hostile rumors that the standard of living
was falling because of a "crisis of Polish socialism."
B. Honduras A situation somewhat like that in Guate-
mala before Ydigorasf overthrow may be developing
in Honduras.
C, Trance - West Germany De Gaulle has invited Willy
Brandt to meet him next week when De Gaulle. will be
touring northeastern France. Brandt says he expects
an effort to inveigle his support for the Franco-
German treaty but intends to remain non-committal.
He will invite De Gaulle to visit West Berlin during
a trip toWest Germany sometime, in the next few months.
D. Pakistan-Afghanistan Pakistan has offered to re-
sume diplomatic relations with Afghanistan, broken
a year and a half ago,whilethe:_Afghans have moder-
ated their propaganda on the Pushtoonistan issue.
