President Goulart no longer believe
that he can solve Brazil's worsen-
ing problems.
b. They say that the President
is exhausted physically and'psycho-
logically. His isolation from the
realities of Brazilian political life
is growing, they add.

Goulart's chief military adviser,
asserts that the present balance
between contending political forces
is so precarious that any serious
incident would precipitate a crisis
and possibly prolonged hostilities
among the political factions.
3. Dominican a. So far no evidence has been
? Republic uncovered to indicate a Cuban origin
? for the weapons taken from the guer-
rillas captured this week in the
mountains near the north coast.
4. Cambodia

a press report from Miami
says that Havana radio has claimed
that pro-Castro guerrillas have
gotten a foothold in the Dominican
Republic.
a. The Thai have reacted
sharply against Sihanouk's demand
for a multinational conference to
guarantee Cambodian neutrality.
b. The foreign minister told
US officials that the US attitude
toward the proposed conference is a
critical point in US-Thai relations.
Our attendance would represent ac-
ceptance of Sihanouk's charges against
Thailand and South Vietnam.

5. Congo a. The political situation in
(Brazzaville) Brazzaville is as confused and un-
stable as ever with the approach of
Sunday's constitutional referendum
and election.
b. Both the constitution and
the congressional candidates, who
are running unopposed, will probably
be strongly endorsed. A number of
leftist unionists and youth leaders
are among the candidates, and their
possible elevation to ministerial
posts may signal a trend to the left.
C. Leftists are already seek,
ing to exploit the tense situation
which has developed along the border
with Cabinda.
