With the evacuation of the last
refugees from Paulis today, some 650
non-Congolese hostages are believed
still held in northeast Congo. None
are immediately accessible via the
ground. Despite their initial set-
back by the Stanleyville operation,
the rebels still show fight and their
leaders remain with them. Efforts to
get aid to the rebels are continuing.
Details are at Annex 1.
The imposition of martial law
has muffled Saigon, at least tempo-
rarily. Huong appears to be getting
more support from among ranking miii-
tarv officers
4. Laos Kong Le now plans a new attack
for 2 December to take Phou Kout.

federal intervention in Goias State
against Governor Mauro Borges. If con-

Recent Outside Aid to the Congolese Rebels
The information suggests that efforts to aid"
the rebels are continuing, but that they may not be
completely successful.
From Algeria
Ben Bella told a crowd yesterday that "we will
send arms and volunteers to our Congolese brothers,
like we already have."
From Tanzania
a railroad car loaded with Chinese Communist ammuni-
tion left Dar-es-Salaam for Burundi. The ammunition
could be for the rebels.
From Communist China
Peiping has announced it would "take all pos-
sible measures to give firm support to the people
of the Congo." We have no evidence on what this
will or might amount to. /
