NOTES
Sino-Soviet Dispute The Soviet government paper
Izvestli has again chided Peiping for inaction to-
ward 154 Kong, Macau, Matsu and Taiwan--a sterl-
ing example, Izvestia says, of the meaninglessness
of Chinese Communist militancy when it comes to mat-
ters on its own shores. The last time ,the Soviets
brought this up, the Chinese aked if the Russians
really meant to raise the question of "unequal
treaties," under which Czarist Russia took large
areas of Central Asia, Mongolia and Manchuria from
China.
