alive with conflicting reports of
coup and counter-coup plotting
among the rightists, with Koupra-
sith and the Sananikone faimly on
one side and Phoumi on the other.
b. Security chief General
Siho indicated last night to Ambas-
sador Unger that he was attempting
to iron out the situation. This
means Siho is trying to keep a
foot in both camps.
c. There have been some indi-
cations of stepped-up Pathet Lao

agreement reached in Geneva could
be binding without his personal
approval and that the Greek Govern-
ment cannot speak for Cyprus.
b. A Greek Army officer has
told Ambassador Belcher that Greek
troops are on Cyprus not only to
defend the island, but as "insurance"
against Makarios "getting out of
hand."

C. Congo Army troops in Stanleyville repulsed,
but did not pursue, a group of rebels yester-
day in fighting which swirled around the US
Consulate. The action may resume today.

Djakarta has a "premonition" that Indonesia's
17 August independence celebration could
feature a blast by Sukarno against the US.
This "visceral feeling" is based on signs of
growing suspicion among Indonesian officials
about lagging US assistance.
