mainland" measures
in Taipei
. Laos
The government--moving fast in
order to have something on the books
before US counsels of restraint are
registered--has secured legislative
passage of an emergency tax bill which,
with other tax measures now being
prepared, is expected to bring in an
additional $59,000,000 in revenues
during the next 15 months. The funds
have been earmarked for military
preparedness leading up to a counter-
attack on the mainland.

3. May Day events
The only serious disorders
occurred in Portugal where clashes
between police and demonstrators
produced up to 50 injuries and at
least two deaths. There was also
scattered trouble in Venezuela but
the police succeeded in holding it
down. Buenos Aires was reported
completely calm.

There has been violence between Moslems and Hindus in East
Pakistan serious enough to have obliged the government to
call out troops. the outbreak 50X1
was touched off by anti-Moslem riots on the Indian side of the 50X1
border where the majority-minority roles are reTersed.
Elections jdst carried out in' the Indian Comfflunist party leave
the top posts in the hands of a "moderate," or Moscow-oriented,
wing. Because of its sizable pro-Peiping faction, however,
the party remains badly schizophrenic.

. The Bolivian government, yielding to pressures from the left,
will accept an antimony smelter from the Czechs. This will be
the country's first industrial installation of Bloc origin. A
Soviet offer of a tin smelter is still outstanding.
