IF THIS IS NOT DONE, SMIRNOV SAID, THE SAME CONTROLS MUST BE ESTABLISHED FOR CIVIL AIR TRANSPORT AS EXIST NOW FOR RAILWAYS, AUTOBAHNS, AND WATERWAYS. C) THE NUMBER OF UNIFORMED EAST GERMAN PERSONNEL ALONG THE BERLIN SECTOR BORDER HAS BEEN SUBSTANTIALLY REDUCED. EAST GERMANY HAD ANNOUNCED WEDNESDAY THAT ABOUT 5,000 MEMBERS OF THE ARMED WORKERS MILITIA WERE BEING RETURNED TO THE FACTORIES.
