Aerial reconnaissance over the weekend revealed no major increase in Communist military forces along the Berlin Wall. c. General Yakubovsky, commander of Soviet forces in Germany, brought up nothing of significance during his strictly protocol visit to General Freeman's headquarters. d. Ambassador Dobrynin, at his request, sees Secretary Rusk this morning at 1030"to discuss Germany." 50X1 a. We now give less credence to the possibility that physical contact was made by the two Soviet space ships. Laos a. Phoumi tells us he is finding it easy to work with Souvanna but that Souvanna is having serious trouble with Souphannouvong. Neither Souvanna nor other members of his government are allowed into areas controlled by the Communists. According to Phoumi's account, Souphannouvong is blocking the departure of North Vietnamese and Chinese troops in order, as he told Souvanna, to keep the Meos from seiz- ing control. b. The Indian member of the Control Commission has assured us that even if the Polish member dissents, he and the Canadian member would insist on the right to inspect Communist- controlled areas. 50X1 c.
