1. BERLIN QUIET. NO INCIDENTS WERE REPORTED IN CONNECTION WITH
THE TAG DER KEIMAT CELEBRATIONS. WEST GERMAN MINISTER SEEBOHM
VISITED WEST BERLIN AND RETURNED TO BONN WITHOUT INTERFERENCE ON
SATURDAY.
2. BRAZILIAN MILITARY. LAST NIGHT AGREED TO ACCEPT GOULART UNDER
THE REVISED CONSTITUTION. GOULART HAS ALSO ACCEPTED, PROBABLY
BELIEVING THE CONSTITUTIONAL AMENDMENT SO VAGUELY WORDED THAT HE
CAN RECOVER MUCH OF THE PRESIDENCY'S POWER, AND WILL PROBABLY BE
INAUGURATED TOMORROW AFTERNOON. WHILE GOULART'S POSITION NOW SEEMS
SECURE, EXTREMISTS ON BOTH SIDES RETAIN SOME CAPACITY FOR TROUBLE-
MAKING.
3. BELGRADE CONFERENCE IN DRAFTING STAGE. ITS COMMUNIQUE, TO
BE PUBLISHED WHEN THE CONFERENCE CLOSES TOMORROW, WILL PROBABLY BE
CONSIDERABLY MORE MODERATE THAN THE LEADER'S PUBLIC SPEECHES, WHICH
HAVE REFLECTED TRADITIONAL ANTI-WESTERN ATTITUDES. THERE HAS BEEN
SOME DISAGREEMENT WHETHER THE DANGER OF WAR SHOULD TAKE PRECEDENCE
OVER STANDARD ANTICOLONIAL ISSUES, MOST SPEAKERS HAVE EXPRESSED
"REGRET" OVER THE SOVIET DECISION TO RESUME NUCLEAR TESTS, AND
INITIAL REACTION TO THE US-UK PROPOSALS ON ATMOSPHERIC TESTS HAS BEEN
GOOD. MOST VIEWS EXPRESSED ON BERLIN, HOWEVER, HAVE BEEN CLOSER TO
THE SOVIET POSITIONS THAN TO THAT OF THE WEST. THERE IS MUCH PRESS
REPORTIANG TO THE EFFECT THAT THE CONFERENCE WILL ISSUE SOME FORM
OF PEACE APPEAL, INCLUDING AN OFFER OF MEDIATION, WITH NEHRy CARRYING
IT TO mbsoow AND OTHERS TAKING IT TO WASHINGTON. THERE MAY\ALSO BE
A CALL FOR THE PRESIDENT AND KHRUSHCHEV TO MEET.

A. THE SOVIETS HAD ANOTHER SUCCESSFUL ICBM SHOOT TO KAMCHATKA
LAST NIGHT, PROBABLY FIRING THE NEW TYPE TESTED IN SEVERAL EARLIER
SHOTS THIS YEAR.
B. SEMIPALATINSK AIRFIELD WAS CLOSED AT MIDNIGHT LAST NIGHT,

C. THE ARAB LEAGUE HAS ANNOUNCED THAT A COMPOSITE ARAB FORCE

D. GIZENGA HAS FINALLY LEFT STANLEYVILLE, AND HAS ACCOMPANIED
ADOULA TO BELGRADE.
