Prime.Minister Xy had a "long and
frank talk" With General Thieu on Tues-
day. Ky told Ambassador Bunker that he
had declared his intention to run for
the presidency and asked Thieu for "unity
of the military." According to Ky, Thieu
seemed to acquiesce and said he was .not
sure whether he would return to the army
or simply retire.
On the face of it this would
to settle the question, but Thieu
not yet been heard from directly.

"Che" Guevara, Castro's will-o'-the-
wisp guerrilla theoretician who disap-
peared from the Cuban scene in 1965, may
be with the uerrillas in southeast Bo-
livia.
Eighteen months ago today Prime
Minister Ian Smith made his unilateral
declaration of Rhodesia's independence.
Economic sanctions notwithstanding, there
are no signs whatever that Smith is think-
ing about throwing in the sponge.
Sanctions, in fact, seem to have had
remarkably little effect. The government
is buying up this year's tobacco crop at
a higher price than last year and seems
confident of overseas sales.
With the score standing at 14 Arab
terrorist acts inside Israel since 7 April,
the pressure is building for retaliation.
Syria is primarily responsible for'support-
ing the terrorists and probably would be
the target for any Israeli attack.

Nasir is not going to be happy
with the new Iraqi cabinet announced
yesterday. While still subject to all
the pulling and hauling that beset Arab
politics, the cabinet is likely to Set
a general course toward better relations
with the West and adopt something more
like neutrality where Cairo is concerned:
The new prime minister is.President.Arif,
who now wears both hats.
