The chief of the US Military Liaison Mission in Potsdam is to meet at noon today with General Yakubovsky, the commander of the Soviet forces in Germany, who presumably will demand that the US "restore order" in West Berlin and guarantee the safety of Soviet personnel. c. Nehru's latest declaration on the border problem, was that the Chinese must withdraw from Ladakh before negotiations can begin.
