Laos: Neutralist forces gave up two
important positions during the past few days -
of relatively limited military activity.
The neutralists abandoned Muong Kheung--
north of the Plaine des Jarres--and the Pathet
Lao probably took over an estimated twelve
usable tanks left behind. The Pathet Lao also
occupied Phou Kout, the hill athwart Route 7,
as the neutralists fell back to the west.
Souvanna Phouma,
gave the go ahead on 11 June for con-
tinuing US reconnaissance flights. He has no
objections to fighter escorts. He also intends
to step up T-28 attacks, saying he wants to see
the Pathet Lao and the North Vietnamese, "really
punished."
The Communist reaction to US air activity
is still, for the Communists, not too rabid.
the "savage and outrageous" attacks they claim
have been made on the town.
2. Congo: Speculation on Tshombe's return
is growing.

He arrived in Bamako, Mali, from Paris on
Thursday. He is on a tour of African countries,
while keeping one eye on events in the Congo.
He claimed in an interview in Paris that he has
support in Leopoldville, presumably from the
Democratic African Committee, a new group urg-
ing the ouster of Adoula.
President Kasavubu has as yet given no
sign of bowing to pressures to drop Adoul,a. He
is expected, however, to appoint a "transitional"
government, perhaps before the end of June, to
rule until new parliamentary elections are held
next year.
The military situation remains generally
quiet.
3. Cyprus: A renewal of serious fighting may
be coming closer.

4. .South Vietnam: Khanh is thinking about
reorganizing his government.
Under his plan, outlined to Ambassador
Lodge on 9 June, Khanh would become president,
responsible for only the broader aspects of
strategy. A prime minister, probably a civil-
ian, would handle routine domestit matters..
Khanh's plan is probably largely a reac-
tion to complaints from those who want a
broader based government. Both civilians and
the military have criticized him for monopoliz-
ing authority.

Meanwhile, Viet Cong military activity
appears to be on the rise after a two-week lull.
5. USSR-East Germany: Since the Soviets took
the trouble to tell us in advance about the mu-
tual assistance treaty signed with East Germany
on 12 June, we suspect that they do not mean
to stir up a new Berlin crisis just now.
Moscow seems, however, to have felt the
need to bolster Ulbricht's sagging regime, the
only satellite government in East Europe in
Khrushchev's good graces but without such a
treaty.
The treaty will not of itself affect
either Western rights in Berlin or access to
the city.
6. South Korea: Kim Chong-pil has agreed to
leave for the US--to study at Harvard--next
Tuesday, but no one will believe it until the
plane takes off.
Kim refused to leave any earlier than Tues-
day, and he may still be looking for a way out.
Even if he does have to go, he is said to feel
he will be recalled to take charge of the gov-
erning Democratic Republican Party within a
few months.

7. USSR-Cuba: As Soviet personnel leave for
home, more Soviet military equipment arrives.
8. Rumania: Rumania continues to show signs
of independence.
Khrushchev may have
tried to block a Rumanian-Yugoslav entente
during his meeting with Tito in Leningrad last
Monday.
The Rumanians are still casting about for
a nuclear power station.
9. India: The cabinet Shastri has put to-
gether clearly reflects his tendency to keep to
the middle of the political road. Both the
extreme right and left have been frozen out.

Chavan and Krishnamachari continue in their
key ministries of defense and finance. By per-
suading Indira Gandhi to take a portfolio--in-
formation and broadcasting--Shastri has the next
best thing to Nehru's own blessing. Her presence
will help neutralize criticism from the Menonite
camp.
Shastri also steps into Nehru's oversize
shoes as foreign minister. While his policies
will not differ fundamentally, his more flexible
and open-minded approach will come as a consider-
able change in this field.
10. Pakistan: Pakistan may be winding up for
a new move in its relations with the US in the
wake of increased US military aid to India.
A leading Karachi newspaper, Dawn, yester-
day branded this aid as "morally indefensible"
and a bar to a Kashmir settlement. The paper
suggested that it may be time "to say goodbye"
to CENTO and SEATO.

13. Lebanon: President Shihab said "no"
again so categorically last week that most of
the doubters are now convinced that his decision
not to run for re-election in August is final.

Some supporters are continuing to work on
Shihab, but the scramble is on for a successor,
and it probably will not take long for communal
tensions to come to the surface again.
USSR-Iran:
Khrushchev recently proposed
meeting with the
Shah somewhere along the Soviet-Iranian border,
Knrusncnev may nave suggestea tne laea witn the
hope that the Shah might be disappointed by his
US .fisit and return home receptive to Soviet
blandishments.

16. Algeria-Morocco: New trouble is brewing
along the border. There have been several
skirmishes between the Moroccan military and
saboteurs who have slipped into the country
from Algeria.
The Moroccan Government
has put the military on the
alert.
