Berlin The Soviets have made further deliveries of fighters to East 50X1 Germany--20 on Monday and 17 on Tuesday, after a ten day pause in such deliveries, possibly caused by bad weather. Most of the 214-219 delivered during the past month still sit at the East German Air Force base at Drewitz. 50X1 3, Congo A. No major developments reported from Katanga cnvi 50X1 B. Gizenga has refused to come to Leopoldville, as "ordered" by Parlia- ment, and is holed up in his house in Stanleyville, protected by a small force of his own tribe. General Lundula, who commands Congolese army elements in the area, has apparently committed himself to Adoula, and has blocked Gizenga's efforts to join the troops in Northern Katanga. We are not yet sure that Lundula will be willing to arrest Gizenga and send him to Leopoldville, but the UN is pushing him in that direction. C. Spaak has pressured the Union Miniere intosending a representative to Leopold- ville in an effort to reach an economic understanding with Adoula. Spaak is being undercut, however, by overwhelming anti-UN sentiment in Belgium, extending into his own Socialist party. We continue to note Indonesian military preparations, including orders for a ship carrying a 150-man force equipped with rubber boats to proceed to the Kai Islands, about 100 miles off the New Guinea coast. 50X1 they have had a good deal of experience in running military operations on a shoe- string, and we think they can infiltrate substantial forces ashore. B. Under the bombardment of Indonesian pronouncements the Dutch public position seems to be hardening. Diplomatic ex- changes continue, however. C. Japanese losing interest in settlement with South Korea The Saudis have held off because of their dependence on Egyptian teachers, doctors, and technicians, for which , they are urgently seeking r1,1c.nu.n+c 7 in other Moslem countries. Berlin: Communist military activity, as in recent weeks, does not suggest that the Communists expect to risk serious military con- frontation over Berlin in the immediate future. The East German regime is preparing further measures designed to establish the East- West German zonal border as an international frontier, which could result in further harassments of contacts between West Germany and West Berlin. Laos: Although restraints imposed by the major powers may ' serve as a brake during the renewed search for a political solution, localized military engagements will probably continue, and both' sides in Laos are laying a propaganda basis which could serve to justify any renewal of major military operations. South Vietnam: Viet Cong subversive and small-scale military activity continues at a high rate, despite counter-actions in various regions by government forces. The Viet Cong has the capability of conducting large-scale attacks on pre-selected targets in some areas of the country at any time. Indonesia: President Sukarno will continue to threaten and plan military action against West New Guinea while pressing for a negotiated political solution. Meanwhile, Indonesia's present military capability will restrict operations to larger scale in- filtration attempts which may result in isolated clashes with the Dutch. NOTES A. A new series of bloc arms shipments to Cuba is underway, probably resulting from new agreements negotiated last summer. Although ?the Cubans have not so far received any naval equipment, a Soviet ship was sighted in mid-Atlantic on Sunday towing a small patrol vessel and carrying as many as four motor, torpedo boats , on deck. B. As many as 1,000 Soviet skilled workers may have arrived in East Germany since late last month. They are being put to work mainly in the chemical and machine building industries, which have heavy export commitments to the USSR. C. Albania has made a number of approaches to non-bloc countries for the establishment of relations, including Greece, Austria, the Netherlands, and Burma.
