Pursuant to Section 2.4 of Executive Order 12863
(E.O. 12863), "President's Foreign Intelligence Advisory Board,"
I am submitting this quarterly report for the 3rd quarter of
calendar year 2005. It is provided to you in addition to the
quarterly report you receive from the office of Inspector
General. As you know, the E.O. requires me to report to you
intelligence activities that I have reason to believe may be
unlawful or contrary to E.O. or Presidential directive. Since my
last report, I am aware of three reportable items.
