I am submitting this quarterly report for the
third quarter of calendar year 2002, pursuant to Section 2.4
of Executive Order 12863, "President's Foreign Intelligence
Advisory Board." The Executive Order requires me to report to
you intelligence activities that I have reason to believe may
be unlawful or contrary to Executive Order or Presidential
directive. Since my last report for the second quarter 2002,
I am not aware of any reportable items.
I am, however, submitting one informational
item of interest and two special security/counter-intelligence
items that are included because of their significance. I do
not believe that the informational item constitutes an
unlawful intelligence activity, or that it is contrary to
Executive Order or Presidential directive.
