Anti-War Movement by Members of the Stockholm
Conference on Vietnam Executive Committee.

A. Peggy DUFF, Secretary~General rof the International.
Confederation for Disarmament and Peace (ICDP), maintained
that PECIC?is following the "line" of the World Peace Council
(WPC) and said he was a "man of Helsinki". (Comment: .The
WPC has its headquarters in Helsinki, Finland.) ?DUFF noted
that, whenever possible. on his travels, ?PECK routes him- ?
self via Helsinki for consultation with WPC officials.
She said that he frequently acts without the?"mandate" of
? the Peoples Coalition for Peace and Justice, even though.

20 March 1972 on an ICDP fund raising tour of Canada and
the United States, plans to meet with David DELLINGER and '
others and will urge them to accompany and control ?PECK
when he attends future international functions, such as
