SECURITY INDOCTRINATION AND SECRECY AGREE3viEN :
TALENT CONTROLS YSTEM
A special document and material control system known as the
"TALENT" Control System has been established by the Director of
Central Intelligence under the provisions of the National Security
Act of 1947 (Sec 102 (d)(3) PL 253, 80th Congress) in cooperation
with the intelligence representatives of the Army, Navy, Air Force,
and NSA for the purpose of controlling the intelligence products of
extremely sensitive intelligence sources each of which may require
special operational clearance. In your official capacity on a "MUST
KNOW" basis you have been granted a "TALENT" clearance and
appointed to a select group designated to exploit the intelligence
product in this System in conformity with operational requirements
of your organization. Strict adherence to the standards and require-
ments of the "TALENT CONTROL SYSTEM" must be observed in
the handling and use of "TALENT" - designated documents, materials,
and information. Because of the extreme sensitivity of the material,
maximum security control has been established. You are requested
to read and sign the Secrecy Agreement and Oath.
1.. In connection with my indoctrination into the"TALENT" Control
System I acknowledge my full understanding of and agreement with the
following provisions:
A. Security restrictions and penalties for violations of
the"TALENT"Control System, to which I am subject, are
covered under Title 18, Sections 792, 793, 794, 795 and 797,
U. S. Code and Section 19 of Public Law 831, Internal Security
Act of 1950.
B. It is my responsibility to ascertain that persons with
whom I nay have reason to discuss materials or sources of
"TALENT" activities to any degree have also been properly
cleared and designated to receive and discuss "TALENT"
information.
C. By reason of my"TALENT"clearance alone I do not have
access'to ail"TALENT' information or materials but only those
required on a"MUST KNOW" basis and that it is my responsibility
before divulging information or giving materials to"TALENT"--
cleared personnel to ascertain that they in fact have a"MUST
KNOW" requirement to receive same.
D. I will report to the "TALENT" Control Officer or
"TALENT"Security Officer immediately any violations of "TALENT"
regulations. o.f which I become aware.
E. I will advise the "TALENT" Control Officer of any personal
changes in my status or assignment.
F. No change in my assignment will relieve me of my obligation
under oath and that the provisions of this oath will remain equally
binding at all times and under any circumstances.
2. 1 do solemnly swear or affirm that I will never divulge, publish,
or reveal either by word, conduct, or by any other means any classified
information, intelligence, or knowledge relative to "TALENT" material
or the nature of "TALENT" sources except in the performance of my
official duties and in accordance with the requirements set forth in the
"TALENT" Control System manual, unless specifically authorized in
each case by the Director of Central Intelligence or his designee.
