Considerable sentiment is aroused in Ulster County, New York, in the vicinity of Woodstock, due to the repeated visits of Mr. and Mrs. John A. Kingsbury who reside in that section, to the Soviet Union. From the State Department I am informed that Dr. Kingbury's latest passport was issued in October 1950, and made no mention in the application of travel to USSR. As you know, unless cancelled for reason, passports are valid for a period of two years. For your information I enclose two newspaper articles printed in The Saugerties Daily Post bearing on the matter. As Mr. Pforzheimer, our Legislative Counsel, has informed your office, the National Security Act of 1947 (Public Law 253, 80th Congress) specifically provides that the Central Intelligence Agency shall have no police, subpoena, law-enforcement powers or internal security functions. For this reason, there is very little that we can do in connection with the Kingsbury case. However, I have brought your letter to the attention of the appropriate persons here in the Agency so that we may be alerted in case any information regarding the activities of the Kingsburys in Russia should turn up.
