1. Report has been received in this headquarters that you failed to
comply with the instruction, appearing in letter orders dated 17 March 4.5
in that you did not report to the Commanding Officer, Detachment ?N", New
York City, while on temporary duty statue.
2. The following excerpt from. General order 31, Supplement 1, Office
of Strategic Services, issued 28 July 1944, is quoted for your informations
02, Iu addition to reporting to the office of the Chief, all
military and naval personnel ordered to New York for temporary duty
will report to the Commanding Officer, Detachment ?N?, New York City,
in accordance with instructions incorporated in their travel orders,"
3. The Commending officer desires that you indicate, by indorsement
hereon, the reason for your failure to comply with instructions issued by
competent authority.
