Orthodox party leaders, already critical of General Secretary Zhao Ziyang for his handling of the economy. may try to blame the unrest on the liberalized policies toward minorities that Zhao and other reformers have pushed. Beijing, meanwhile, is certain to adopt tougher security measures to forestall further unrest and may be even less inclined to pursue a dialogue with the Dalai Lama.
