Indications of Possibility of High-level
Iranlau/USSR Negotiations
1. The following report vas made by a Competent American
Observer in Tehran on 28 January 1958.
2. Several Indications suggest that the Iranian Government
may be about to take afor-policy step with respect to the USSR
which may possibly ''ect Iranian relations with the West, including
Baghdad Pact matters. It is quite possible that the Iranian. Foreign
FUnistry is engaged in active discussion with the Soviet Embassy
regarding an ono-Soviet non-fission pact, perhaps largely as
a result of the Shah's pique at what he considers to be the failure
of the United States to -appreciate his increasingly more isolated
position and to provide the support he considers necessary to
inta:n his position.
