C(b)(3) i The Director of Central Intelligence Washington, D.C. 20505 SECOEF HAS SEEN SEP `2 7 2001 26 September 2001 MEMORANDUM FOR: Executive Director, Central Intelligence Agency Director, National Reconnaissance Office Director, National Security Agency Director, National Imagery and Mapping - Agency Director, Defense Intelligence Agency Associate Director of Central 'Intelligence for Military Support SUBJECT: Actions to Increase IC Cooperation (S) Just as we are working to ensure improved access to SIGINT information across the IC, there are other areas where we need to take action to increase cooperation. In order to further our efforts to work seamlessly as a Community, I direct the following: All addressees will as ' of of. ? CTC's recently created who I have directed to lead a federated IC pro uction effort that incorporates analytic capabilities across the IC. ? CTC will provide a cell of people to the Defense Intelligence Agency to be integrated into DIA's counterterrorism effort. ?. ADCI/MS will work with Special. Operations Command to establish a dedicated cell within CTC to coordinate special operations requirements. (U) Implementation of these actions is to begin immediately. Additionally, I want to stress that the absolute and full sharing of intelligence is imperative. We must ensure that the full. scope of IC capabilities is brought to bear in our war against terrorism. The DDCI/CX will oversee the implementation.
