1. The Office of Special Investigations, Department of
Justice, intends to institute denaturalization or
deportation proceedings against subject individual.
2. In accordance with the attached letter dated
14 December 1995, from OSI Historian Dr. Steven B. Rogers,
please search your records for any information you may have
regarding the following individual:
NAME: MANNIL, Harry
DPOB: 17 May 1920 - Estonia
ADDITIONAL INFORMATION: Participated in the arrest and
murder of Jews and suspected communists while serving
in the~Estonia Political Police in 1941.
Please include in your reply:
a. Information concerning activities by the
individual between 1933 and 1945 which may indicate
membership in the Nazi Party, SS, Waffen SS, or
quisling governments established under German
occupation:
b. All information concerning subjec't's
immigration to the United States and Naturalization;
and
c. Any operational interest this Agency may have
had in the individual named above.
3. If there is any such information, the handling and
release of such information to the Department of Justice
will be fully coordinated with you office.
