We received your 4 September 2010 letter in response to our letter dated
31 August 2010 concerning your 20 August 2010 Freedom of Information Act
request, in which you wish to narrow your request to "responsive records to those
where the subject of an investigation lives in or has ties to Dearborn, Michigan
and threat assessments of groups or persons which mention Dearborn, Michigan."
Please note, the mission of the Central Intelligence Agency is primarily concerned
with foreign intelligence -- not domestic -- matters. Section 103 (d)(1) of the National
Security Act, as amended, specifically provides that "the Agency shall have no police,
subpoena, law-enforcement powers, or internal security functions." Based on the above,
our records systems are not configured in a way that would allow us to perform a search
reasonably calculated to lead to responsive records. Therefore, we must decline to
process your request.
