1 ~~ F t .p ~ .ik 20 Niay 1953 MENORAArDUM FOR: Assistant Director (Personnel) SUBJECT John Francis Herlihy I. Thank you for your memorandtiun of I8 Nay on this subject. I have discussed these matters with Herlihy and find that he is agreeable to staying in his present job for 90 days until a replacement can be obtained for him. He also does not object to the change in his classification from "Clerk" to "Courier" provided that this does not miti- gate against another change in his classification when he leaves his present assignment. 2. While there is little point ir. making an issue of this matter over this particular case, I cannot agree with you that classifications should be changed against an indiva.dual's preference, particularly when he is in an assign- ment from which he has sought relief over a period of 1!~ months. The fact that the employee is still a courier" is the result exclusively of poor personnel handling. 3. I would appreciate it if the Personnel Office would continue its attempts to find a slat for the employee to go overseas. His preference is Latin America. Inasmuch as the employee now appears to be reasonably content that steps are being taken to place him in an assignment of his preference, I will close the case as far as this office is concerned and leave further action to you. I believe it would be advisable to indicate to the employee the steps that are being taken to get him an overseas assignment. ___-.- 1 c a~ c nspector General Enclosure: Personnel jacket of subject.
