Dear Ms. Osburn:
This report is submitted pursuant to Section 2.4 of
Executive Order 12863 and direction dated 14 June 2007 from the
Director of National Intelligence and the Chairman of the
Intelligence Oversight Board (IOB). This report covers the
period from 1 July - 30 September 2007.
During this reporting period, the Central Intelligence
Agency (CIA) Office of Inspector General (OIG) learned of no
CIA intelligence activities that were potentially unlawful or
contrary to executive orders or Presidential directives. This
report does not incorporate reports filed with the Attorney
General, or his designee, by CIA components other than OIG.'
OIG did file six reports with the Attorney General or his
designee pursuant to the Memorandum of Understanding on
Reporting of Information Concerning Federal Crimes, none of
which directly involved illegal intelligence activities. Given
the lack of reportable incidents, an IOB Summary Sheet has not
been provided.

' The OGC also has an obligation to refer criminal matters to the
Department of Justice (DoJ) in compliance with 28 U.S.C. ?535 and Executive
Order 12333. Absent investigation by OIG, such referrals are not normally
included in OIG's quarterly IOB reports. There may be other situations
triggering IOB reporting requirements, which could include
referrals to Doi by CIA components, such as the National APPROVED FOR RELEASE ^
