SUBJECT: Re-Evaluation of Satellite SIGINT
Intelligence Requirements
1. Responsive to the direction of the Board that there be a
cost-effectiveness study of satellite SIGINT conducted by COMDR with
the assistance of outside consultants, aCost-Effectiveness Task Force
(CETF) was organized and met for the first time on 9 June. It was the
consensus of the consultants that a key to studying the requirements in
better perspective might be to realign them in a format that would lend
itself better to acost-effectiveness study. The forms attached at Tab A
are the product of this effort. As you will note, the format for COMINT
is different from that for ELINT. The additional copies of the forms
sent to you at this time are to permit you to pass them to pertinent ELINT
and COMINT consumers within your area and to allow each of these to
comment individually and informally.
2. This format is based on the need to identify each major
intelligence objective, `?identify its function, and describe where possible
the radiators or emitters which constitute the principal intelligence
targets. Following this is identification of the intelligence gap and
finally, as in COMDR-D-69/32, the technical parameters necessary to
satisfy the requirement are specified.
3. All answers are to be submitted by 22 October, and some
explanation may be in order as to why this paper has only atwo-week
deadline. We do not elicit your comments of the format chosen nor do
we intend that you feel that within the time available you should produce
either a new study or a detailed critique of the emitters chosen, the
intelligence gaps named, or the identification parameters specified.
The attached is purposely given on a limited deadline to a variety of
consumers, many with quite limited requirements, with two principal
objectives in mind. These are as follows:

a. In your own field and based on your own
knowledge, comment frankly as to where there are
other methods of collection which are more efficient or
more timely, or adequate but much less costly. Where
security permits it is requested that these other methods
of collection be identified. It is again emphasized that it
is the frank evaluation of your particular branch, division,
or office which is requested. It will be one of a number
of opinions and will be treated as an input to the CETF
and not the opinion of an office or agency. Should you
have-knowledge of oncoming or operationally sensitive
collection devices which could do the better job, identify
these insofar as security permits.
b. Whenever it appears to you appropriate,
grade'; he targets shown under the "Intelligence Gap"
column in order of importance. As a logical complement
to this specify which of the "Identification Parameters"
are essential to each of these "Intelligence Gap" targets.
For instance, should you consider that the prime target
is "reliability, "indicate which of the technical measure-
ments are essential and at what tolerances.
4, As the principal objective of this phase of the CETF Study
is to get rapid and informal responses, it is acceptable that they be
returned in the form of notes on the attachments, to the extent that space
permits, rather than as formal memoranda. It is requested that the
replies within your area be returned to the CETF without any attempt at
consolidation or revamping into an agency mold. As stated in paragraph 3a,
the chief benefit of this phase of the Cost-Effectiveness Study is to receive
as many comments on the need for various elements of satellite SIGINT
information as can be obtained. -
5: The current plan of the CETF is to proceed as follows as
soon as the attached forms are returned to this office:
a. Beginning on or about 25 October, the
results will be given to the consultants under the
chairmanship of Dra Perry. They will review them
preliminary to

b. A CETF meeting on 27 or 28 October
dedicated primarily to final determination as to the
adaptability of this format as part of acost-effectiveness
study, or
c. The advisability of recasting the infor-
mation received in simplified formats more pertinent
to cost-effectiveness.
6. To assist you, attached to this memorandum as Annex I is
an introduction to Tab A.

SUBJECT o Requirements for SIGINT Satellite Collection
1. The attached requirement for SIGINT satellite collection
was approved by COMDR at its meeting on 16 September. The informa-
tion is especially important to projected OXCART operations but is also
needed for SIOP and SR-71. The deadline of 1 February was questioned
but appears to be valid at this time. We shall, of course, keep you
advised on this point.
2. This memorandum is forwarded to you for action and as
official affirmation of the requirement in the attachment. W e request
that you keep us advised if any operational or technical problems arise
which might interfere with the fulfillment of the requirement.
