In the course of processing your 1 December 2006 Freedom of Information Act
(FOIA) request to the Department of State (DOS) for all documents related to support from
Iran to groups in Somalia advocating for the establishment of an Islamic state in Somalia,
the DOS located CIA-originated material and referred it to us for review and direct
response to you.
We have reviewed the material and determined that it is properly classified and
must be denied in its entirety on the basis of FOIA exemptions (b)(1) and (b)(3).
