. This responds to your 16 November 2006 letter in which you appealed the 11 October 2006
determination of this Agency in response to your Freedom of Information Act request for all
documents from 1980 to the present relating in whole or in part to the Colombian paramilitary and
drug trafficker Jose Vicente Castaflo Gil, and all documents on the Bloque Centauros or Centauros
Bloc faction of the United Self Defense Forces of Colombia (Autodefensas Unidas de Colombia or
AUC) that he leads. Specifically, you appealed our determination that we can neither confirm nor
deny the existence or nonexistence of records responsive to your request on the basis of Freedom of
Information Act exemptions (b)(1) and (b)(3).
The Agency Release Panel has considered your appeal and has determined that the Agency
can neither confirm nor deny the existence or nonexistence of records responsive to your request on
the basis of Freedom of Information Act exemptions (b)(1) and (b)(3). Therefore, in accordance
with Agency regulations, the Agency Release Panel has denied your appeal. For your information,
Agency regulations are set forth in part 1900 of title 32 of the Code of Federal Regulations.
In accordance with the provisions of the Freedom of Information Act, you have the right to
seek judicial review of this determination in a United States district court.
