Request for Approval to Engage an Agency Retiree on Contract REFERENCE DDA to D/Pers dtd 12 Apr 73; Re: Reemployed Annuitants 1. This memorandum submits a recommendation for the approval of the Director of Personnel in paragraph 4. 2. Mr. Daniel A. Cullen (DOB: 10 June 1919) retired 30 April 1974 after more than 22 years service with this Agency. At the time of his retirement, he was a GS-13, step 8 earning $25,500 per annum. His current annual annuity is $14,280. 3. Since the inception of the Freedom of Information Act (FOIA), a large volume of requests have been received in the Office of Security which has necessitated an increase in personnel to augment the FOIA Staff. In addition, it was necessary to request from the Director of Personnel authorization to pay overtime compensation to "exempt" personnel in order that FOIA requests could be processed on a timely basis. 4. Mr. Cullen has the required background and experience to assist the FOIA Staff on an intermittent basis as an Independent Contractor and has agreed to such an arrangement. In view of his background and the need for his services, approval is requested in accordance with the provisions of dated 29 October 1971, to engage Mr. Cullen as an Independent Contractor through 31 December 1975. Mr. Cullen will be paid a fee in the amount of $50 per day or $25 for half day or less when actually utilized. APPROVED FOR RELEASE^ DATE: 01-Jul-2010 5. If this approval is granted, Mr. Cullen's compensation will be closely monitored to ensure that his gross payment does not exceed 90 percent of the salary of the grade and step he held at the time of his retirement.
