This is in response to your letter of 17 September 2005 requesting an
Executive Order mandatory declassification review of the "the classified CIA
Report, completed in 2002, discussing the handling of pre-Sept. 11, 2001
terrorist threats, as described in the attached news clippings."
It has been determined in a current request and appeal that the
document(s) must remain classified on the basis of Section 1.4(c) of the Order
(As Amended 2003) and cannot be released in sanitized form.
You may appeal the above determination by addressing your appeal to
the Agency Release Panel, in my care. Should you choose to do this, please
explain the basis of your appeal, which should be filed within 45 days.
