This is in response to your letter dated 25 October 2000. Requests such as
yours are treated as Freedom of Information Act (FOIA) requests. You are asking for
information on your deceased father, If you need to correspond with us
about this request, please refer to the reference number, which is its identification.
We will not be able to help you at this time. This is for two reasons. First, we
must have precise identifying information (date and place of birth, nationality, and
citizenship status) along with evidence of death, such as a death certificate, an
obituary, or a press statement. The Privacy Act of 1974 requires this. I realize that,
under the circumstances described in your letter, this information might be difficult
for you to provide. Secondly, CIA generally is unable to provide records on persons
who are not U.S. citizens. It is not clear to us whether your father became a U.S.
citizen.
If your father was killed within the United States, then one of the law
enforcement agencies might be able to provide information. You could apply to the
local law enforcement agency responsible for the location of his death. You could also
submit a FOIA request to the FBI. (The FBI will require specific identifying
information.)
I am returning your photograph. If you are able to provide the additional
information described in paragraph 2 above, please write again. We will determine
whether we can conduct a search for records at that time. We will hold your request
open for 45 days to give you an opportunity to send the information we need.
