This is a final response to your 14 March 2008 Freedom of Information Act request for:
"all course materials past and present, including syllabi,
reading materials, examinations, visual aids, and recordings,
for the 8-week advanced Counterterrorist Operations Course
established by the DCI Counterterrorist Center in or around
1999 as part of the CIA's `comprehensive operational plan of
attack against the Bin Ladin/al-Qa'ida target inside and
outside Afghanistan' (`The Plan')."

information responsive to your request, should it exist, would be located in operational files.
The CIA Information Act, 50 U.S.C. ? 431, as amended, exempts operational files from the
publication, disclosure, search and review requirements of the Freedom of Information Act,
