1. With reference to your letter o~ Julie 30, 1942 on the
subject of accelerating Spcurlt,, approvtils on the names rubmitted, by
you, and your memorandum of July firt~t on the same subject, this office
has in the past made, and will in the future continue to make every
effort to grant approvals as rapi(Ily as is consistent with a thorough
investigation. however, as you have pointed out, your work Is of a
highly confidential nature and under these circumstances it would
obviously be shortsighted to jeopardize it by employing men who had not
been thoroughly checked.
2. As you know, iriveFtivationr of your candidates were for
some, time handicapped by the lack of qoTple~e background data. We ap-
preciate tAiat this situation has been correctea- -aW Th'Wff_c~~rrently we
are receiving SA-Gne Forms, completely filled in. However, this office
is still working under presbure to the extent that we are having to
recheck earlier investigations on which more complete inforwation hfAs
now been supplied by your o~fice.
This office will waive interviews with indiviial Subjects
wherever such action be justified by the facts developed in our

? investigation. This is a modification of the procedure
outlined in Special Instructions No. 20 which indicated t1at every
Security approval would be subject to a final interview. We wish to
absolutely avoi,i making Security requirements any more restrictive than is abno-
lutely necessary, but it will be appreciated thet in many inatances it
will be to hold intervievs and such interviews must

revised 6/15/42 you will note, in accordance with instructions on the top
