IG Investigation of Chinese
Emba-ssy Bombing (1999-5812-IG)
Action: That the Deputy Directors serve on a
Special Accountability Board, which I will chair, to review
the actions and performance of the CIA personnel identified
in the Inspector General's Report of Special Investigation:
Bombing of the Chinese Embassy in Belgrade (1999-5812-IG).
That the General Counsel serve as a legal advisor to the
Board.
Background: As you know, the Inspector General
recently completed a review, at the request of the DCI, of
the Agency's activities related to the bombing on 7 May 1999
of the Chinese Embassy in Belgrade. The DCI has tasked me
to respond to the IG's recommendations in this case,
including to convene an accountability board to assess the
actions of CIA officers involved in the process that led to
the bombing. I am turning to you ensure that the facts of
this case are evaluated objectively and that the decisions
regarding accountability have the benefit of your collective
insights, experience, and sound judgment.
I I understand that you all have received numbered
copies o the IG investigation, dissemination of which the
DCI has restricted to a clear "need-to-know" basis. My
