CQNPNT I AL On the occasion of Mr. James Pye-'s retirement it is strongly recommended. that he be awarded the Certificate of Distinction for his many years of able representation of the Central Intelligence Agency in the area, his allegiance to the mission of the Agency, and the genuinely solid contributions he has made to the foreign intelligence reporting mission of the Domestic Collection Division. Unquestionably Mr. Pye's long association with certain contacts, particularly in an that at some levels has serious reservations about a relationship of any kind with a secret intelligence service, has had the most significant positive effect.. Without this past relationship with dir. Pye, a man of integrity and decency, it can be persuasively argued that the Agency's position with respect to n particular would have been severely undermined. There is very much a personal dimension in the relationship that DOD representatives have Particularly in today's uncertain environment, it is men .with the human qualities of Mr. Pye who make a lasting favorable impression on would-be critics and diffuse unjustified attacks on the agency, thus enabling us to carry on with our mission. It is perhaps difficult to document conclusively that assertion, but it is a role that 'sir. Pye has played and without question it has had the effect suggested. During the many years he has been in Boston, rye has made a number of genuinely significant contributions to the foreign intelligence reporting mission of this Division. But there is one series of reports that was enormously impor- tant. Because of the close relationship Mr. Pye had established with an important member of the he provided advance information on a collection opportunity to the White House, this Agency and the Pentagon. Thus Washington's response was coordinated and it was in a position to acquire information of national-level significance to among other things, the then hotly debated issue More recently, Mr. Pye has made substantial contributions to a pri- ority collection project of this Division There are other examples that could be cited, but that is unnecessary. It is clear that what he has done he has done extremely well.
