1. The attached memorandum from The Joint Chiefs of Staff was
handcarried yesterday. It was discussed briefly in Executive session of
USIB meeting this morning. General Breitweiser was not aware of its
existence and Admiral Frankel (representing DIA) had only limited knowledge
of it.
2. 1 think that the SAC U-2s are also being equipped with 2X1
General Blake pointed out that the problem, which leads to compromise, is
not so much the installation in aircraft as it is the employment of the equipment.
3. Please prepare an appropriate reply for the Director's signature
as well as a covering memorandum giving him the facts in the matter. In
the event the being installed in the C-123s for I is the 25X1
same type of equipment, please also cover that.
