This acknowledges receipt of your 6 December 1999 letter requesting
records under the provisions of the Freedom of Information Act (FOIA).
Specifically, your request is for "copies of the two following documents
that were produced as official histories of significant intelligence
production activities in the Directorate of Intelligence. Both...were
produced by the Office of Basic Geographic Intelligence" during the
timeframe of the late 1960s and early 1970s.
1. The National Intelligence Survey (NIS) Program.
2. The Special Intelligence Graphic (SIG) Program.
An alternate designation was the Intelligence Map
Program (IMP).
[You] also request copies of any other items pertaining to these two
programs that may have already been declassified." For identification
purposes we have assigned your request the number referenced above. Please
refer to this number in future correspondence.
Per your request we performed a search of our MORI system of
previously released material but found no documents matching the keywords
"NIS Program," "SIG Program" or "IMP Program." We were unable to locate
any other matches using the keywords "National Intelligence Program,"
"Special Intelligence Program" or "Intelligence Map Program." Therefore, we
can conduct searches in our other records systems.
 For your information, the FOIA authorizes federal agencies to collect
fees for records services. Based upon the information provided in your letter,
we have determined that your request falls into the "educational" fee category,
which means that you will be required to pay only the cost of reproducing
released records. You will be assessed for document copies at the rate of ten
cents per page for pages in excess of the first 100, to which you are entitled
free. If this is not acceptable, please let us know as soon as possible.
Meanwhile, we have accepted your request; it will be processed in
accordance with the FOIA, 5 U.S.C. ? 552, as amended, and the CIA
Information Act, 50 U.S.C. ? 431. Our search will be for documents in
existence as of and through the date of this acceptance letter.
The heavy volume of FOIA requests received by the Agency has created
delays in processing. Since we cannot respond within the 20 working days
stipulated by the Act, you have the right to consider this as a denial and may
appeal to the Agency Release Panel. It would seem more reasonable, however,
to have us continue processing your request and respond as soon as we can.
You can appeal any denial of records at that time. Unless we hear from you
otherwise, we will assume that you agree, and we will proceed on this basis.
