1. There are forwarded herewith Forms 57 and PHS on
the above candidate, each in triplicate. It is requested
that a security check be commenced immediately. Introductory
Conference was had on February 27, 1947, with favorable results.
2. Mr. Barnard is 36 years of age, married, has a
B.A. degree from Yale University in 1932 and engaged in maga-
zine and newspaper worm for 10 years thereafter, being with
Time, Inc., in its circulation promotion division between 1935-
37, and with United Press Association, in New York, between
1937-1942. In the latter position he describes his duties as
"Editing, processing, transmitting worldwide news abroad for
foreign clients." He entered the United States Army in June
1942, and was released in January 1946, with the rank of Capt-
ain. During this duty he had three coirses in aviation intelli-
gence of one month each and his last assignment was as Brief-
ing Officer for a fighter combat mission in the ETO between
June 1944 and September 1945. For one year between March 1946
and February 1947, he was advertising manager with the New
York publishing house of Alfred A. Knopf, Inc., at an annual
salary of $6500. He has recently resigned this position be-
cause of dissatisfaction with the management.
3. Mr. Barnard has taken special language studies at
Middlebury College in Spanish and French, and based on this
study and some travel in Europe, he feels he has a good know-
ledge of both languages.
4. The candidate has stated very frankly his position
regarding overseas assignment, namely that having a wife and
two children aged 6 and 4 years respectively, he does not feel

he can accept employment in an isolated or primitive area where
the health of his family might be adversely affected.
5. It is requested that employment papers be prepared
at a salary level of CAF-12, ?5905 per annum. Mr. Barnard has
stated that in view of allowances he would accept this figure
although his Form 57 indicates a base of $6500 per. annum. If
employed, he would be assigned overseas to
Havana.
