Mr. Carl E. Duckett is hereby awarded the Distinguished
Intelligence Medal in recognition of his outstanding services to
the Central Intelligence Agency. As Deputy Director for Science
and Technology, he has become a key expert in the field of foreign
scientific and technological affairs. His role in the achievement
of strategic arms limitation agreements between the United States
and the USSR has been highly acknowledged. In his steadfast devotion
to the mission of this Agency, he has continually demonstrated his
exceptional managerial talents by improving intelligence collection
and production in the pursuit of national intelligence goals. During
the current period of internal reappraisal and reorganization, the
Central Intelligence Agency has leaned heavily on Mr. Duckett's
perception, counsel and leadership. His resourcefulness has been
an inspiration. Mr. Duckett's performance reflects great credit
on him and the Federal service.
