1. There is returned herewith the file on the above cand-
idate. Attached to the file is a letter addressed to Mir. Sarvis under
date of 30 `-.pril 1947. The applicant sent a copy of this letter to
the writer and as I have answered him personally and talked with him
by telephone, it nay not be necessary for any formal reply to be sent.
2. This branch proposed the engagement of Air. Barnard at
Grade CAF-12 level as an intelligence officer - operations for assign-
ment to Havana, Cuba. The Personnel Review Corrr.ittee has considered
the case at three separate meetings and adhered to its original de-
cision to offer Mr. Barnard Grade CAF-9, in view of his lack of train-
ing and field experience in intelligence. 24r. Barnard is still inter-
ested in employment with CIG, but advised it would be impossible for
him to give any consideration to a job at less than C'F-11, and is
not certain that he would be able to carry the expenses of his family
at this level.
3. The candidate's original interest was in an overseas
assignment. He states, however, that he would be willing to accept a
Washington assignment if it carried with it some future prospect of
being sent overseas. At this time our branch does not have an opening
in which he might be placed and. the Personnel Review Committee suggested
to the writer that one of the other divisions of CIG such as ORE and
CCD might utilize the talents of a man with Mr. Barnard's reporting
and writing skill .
4. Will you, therefore, enquire as to their interest. If
there is any prospect of engagement, ":r. Barnard will be glad to come
to Washington for an interview.
