This document is referenced in Chapter 1, The 9111 Commission Report, "We Have Some Planes,"
as endnote number 1189
Please keep in mind, 'he substance of this documents has already been released -to the public by way of
the 9/11 Commission, Report. Without compromising sensitive sources and methods, the Commission's
Report paraphrases information from this document and summarizes its findings. If the substance can be
released, than it is certain that portions of the document itself can also be shared. I conducted a search for
this document using public sources and was unable to locate it.
If you regard this document as potentially exempt from the FOIA's disclosure requirements, I request that
you nonetheless exercise your discretion to disclose it. As the FOIA requires, please release all
reasonably segregable nonexempt portions of the document. To permit me to reach an intelligent and
