MEMORANDUM FOR THE RECORD
The Director briefed me on the Executive Committee meeting
as follows:
1. There will be no overflights of Cuba today or tomorrow during
U Thant's visit. (Scoville, Helms, and Cline notified. )
2. There are to be no refugee, exile, or emigre actions against
Cuba during these negotiations, or any similar action by CIA. Every-
thing is to be stood down and CIA is to exert maximum effort to accomplish
this through all its contacts. (Helms and Cline informed; message dis-
patched immediately to JMWAVE.)
3. Mr. McCone protested the unilateral DOD actions on the U-2,
KC-135, and S. S. Tanner redeployments, thus inhibiting air collection
for analysis of Soviet shots. Mr. McNamara stated that he had insisted
that SAC must come up with a plan to prevent further flights. McNamara
said he would look into the collection problem and see what could be done.
Mr. McCone stated he was going to inform AEC. (Scoville notified --

4. Mr. McCone stated that all MONGOOSE operations must be held
in abeyance until this week of negotiations is over. Stand them down
completely, do not execute anything, and especially postpone any sabotage
operations against Cuban ships as mentioned in Item 2b of Lansdale's
study. (Cline and Helms notified, and I approved dispatch of appropriate
messages.)

5. The decision has been made that the President and his senior
policy advisers and other senior officers of the Government will not
make any further contacts or allow themselves to be contacted by the
press. All press contacts would be through Mr. Salinger at the White
House, Mr. Manning at .State, and Mr. Sylvester at DOD. For CIA the
contact will be Colonel Grogan. (Informed Kirkpatrick, Scoville, Helms,
Cline, and Grogan.)
